It's the Summer of 1999 in Laguna Beach and everyone's dressed for the season. Unless you're a woman named Elaine Newton that is, a lukewarm Christian recluse living in an oceanside cottage who doesn't go anywhere without an oversized puffer jacket in fear of losing control of her sexual desires.
