Now out of the growing social and political stress has come young Governor RELBORN, taking over from his late father, the beloved Old Governor, an early casualty in the early days of Japanese invasion threats. Always seeking Justice For Crokai, Relborn has brought about a threat of secession from home government to approach quasi-independence and to be a on-site arbitrator in the heating East-West squabbles over the Former Japanese Mandates over large island expanses. Beset by internal opposition and a Government blocade of Crokai's swamp-isolated locale, Relborn seeks outside intervention from Soviet-sponsored elements, further raising international tensions. Determined to measure up the status of the Old Governor, or perhaps excel his father in the long run, he makes increasing questionable decisions, especially when concerning the external military forces under command of Colonel Zarkov. Yet, even as the ring closes, and outside intervention approaches outright invasion, he holds to his dream for a New Crokai, and falls back on his iconic slogan of...Crokai Will Rise Again!
