With the help of his cat friend Lucy, he envisions what it would be like to stand in front of a crowd of people and tell the world that cats are helpful, loving, and friendly. In the crowd of people that he is addressing is a dog (disguised as a reporter) who is trying his best to discourage Tux with some tough questions along the way.
