The aid directorate suspects that some aid projects are being defaulted on and that corruption is taking place. It is suspected that the aid is not reaching those who are entitled to aid.
It is not easy to get to the bottom of the cases. With political manoeuvring, and the requirement to keep it hidden from one's own employees, it is a diplomatic feat to uncover defaults. Long distances, foreign cultures, terrible heat, bordering on unbearable, local tribal languages, a French and English with pronunciation that is almost impossible to understand. All in all, a very demanding investigation in unrdeveloped countries. It is with life as an effort. Corruption has a crippling grip on aid funds and no one wants to lose control of aid funds.
