Oceans absorb over ninety percent of excess planetary heat and harbor intervention possibilities, from marine cloud brightening to ocean alkalinity enhancement, that could reduce radiative forcing under careful governance. The atmosphere itself can be engineered, through stratospheric aerosol injection and cirrus cloud thinning, to reflect more solar radiation, though the ethics and governance of doing so demand the most sophisticated international frameworks ever assembled.
