No retempering shall be allowed under any conditions, and all concrete which has its initial set before placing in the work shall be at once discarded and removed. If any concrete be not wet enough for placing when delivered, it shall be sprinkled with a fine spray of water. All concrete when it goes into the forms shall be of uniform consistency, as wet as practicable, and shall not contain lumps that have formed since mixing. Scoop shovels shall be supplied, if hand placing of wet concrete is to be done. Sect. 36.5 The Contractor shall build into the concrete J, the pipes, and the iron, steel, and other metal-work shown on built into. 1 L concrete. the drawings, or ordered, and all necessary precautions shall De taken to prevent the pipes and other metal-work from being displaced, deformed or clogged. The concrete shall be tightly packed around pipes and other metal-work so as to prevent leakage and secure perfect adhesion. Keeping concrete moist. Sect. 36.6 Steel rods for reinforcement shall be built into the concrete placed under Item 36 in places where ordered, such as stop-plank grooves, and if ordered, steel plates for water-stops shall be built into the aqueduct across joints as shown on Sheet 26; but in no case is the concrete on account of this small quantity of steel to be classed as reinforced concrete, Item 37, though the steel is to be paid for under Item 38. The line of division between concrete of Items 36 and 37 is shown on the drawings.
