The Taiwan Relations Act (TRA) of 1979 was adopted following President Carter's recognition of the People's Republic of China and de-recognition of Taiwan. Congress, The Presidency and the Taiwan Relations Act is a study of the adversary relationship that exists between the President and Congress, viewed both in broad historical perspective as well as in relation to the TRA as a specific case in point illustrating the interbranch tug-of-war in the foreign policy process.
