Holland; because, considering our proximity to Antwerp, they cannot stand our competition; owing, not merely to our arts and our fixed capitals, but to another advantage, litde mentioned in books, but daily seen in practice. In any place where single articles may be bought and fold rapidly, in any quantities; and where a multitude of articles may also be alike rapidly bought and sold in small quan- tities 5 and where merchant-ships, on that station, find quick and good freights (out and home); and where a large fluctuating capital is, at the same time, ready to be lent for paying charges and duties, to enable the trader to keep his goods for a market: where these advantages prevail, they will always both attract and retain resort and assortments of goods, even from places which are far superior in the advantages they derive from nature.--Our policy, then, as traders, demands that we should lessen the delays and expence of communication between us and the Netherlands, as a natural mode of encouraging our sales to them, and of improving our purchases from them, Again, we should cultivate the good-will of the people of the Low Countries, who, perhaps, ought not to belong to France, and may be useful hereafter to us... We should do tliis the rather, as the French have it in their power, at the town of Conde (where the Scheld forms an eibow on the French territory, ) to make the compliment of a free navigation on their fide, in order to bribe the Netherlanders.
