This document contains five sections on public welfare in Japan. Part I gives a background introduction on development, philosophy (negative and positive factors), and national income. Second is organization and administration- national and local organization, unifying organizations of social work, relief and public assistance, private relief organizations, public welfare institutions, agencies working for social betterment and enlightenment, and social insurance. Part III addresses child welfare, with the measures for the promotion of child welfare and child labor. Finally, housing (problems in general and at present) and welfare personnel (ranks/grades of classified civil service, legal qualifications for social work, examinations for government welfare work, voluntary workers, and training of social workers) are discussed.
