Excerpt: ... or other purpose, boards, clapboards, shingles, staves, laths, hoops, cord wood, racks, or other things which shall encumber or straiten said street, lane, or public square, shall forfeit and pay for each offence against the provisions of this section, a sum not less than one dollar nor more than five dollars; and the City Marshal or his deputy may remove at any time any such lumber, or other article at the expense of the owner or owners thereof. Provided however, that whenever any person or persons have no suitable or proper place near to their store, shop, office or dwelling-house, in which wood for immediate use as fuel can be sawed or prepared, such person or persons may deposit the same upon the side of the street, or highway, so as not to obstruct the travelled path or side-walk, a sufficient time to have the same sawed and prepared, but in no case shall the same remain or continue in the street over twenty-four hours, without the permission of the City Marshal. Sect. 13. Be it further ordained, That when the owner of any of the aforesaid articles, or things, laid, or left in any street, lane or public square shall be unknown; or being known, shall after application to him by the City Marshal, neglect or refuse, for the space of twenty four hours to remove the same, or obtain permission of the Mayor and Aldermen, or of some other person by them authorized to grant permits for the purpose aforesaid, it shall be the duty of the City Marshal or his deputy to cause the same to be cried by the common crier, and unless such articles, or things be duly removed within forty eight hours after such advertisement, and the cost thereof paid; to sell the same at public vendue, for the benefit of the poor, after deducting reasonable charges;--but the...
