As relations between China and the Soviet Union deteriorated and nuclear war became a genuine strategic fear, Mao-era China mobilized enormous numbers of people to construct civil-defense tunnels beneath the capital. What began as preparation for catastrophe would eventually acquire another life, with portions of Beijing's underground world used for housing before authorities moved to close unsafe subterranean residences.
The bombs never came.
The city remained.
