CITIZENSHIP 1928 is a review, discussion and reformatted copy of War Department Technical Manual 2000-25, Citizenship. The manual's original published date was 30 November 1928, as authorized by the US Government War Department. It was printed in April of 1929 by the US Government Printing Office. Congress believed it to contain controversial material, which led to the manual being recalled and withdrawn from use within four years of publication. The discussion in CITIZENSHIP 1928 focuses on the definition of Democracy as it changes during the 19th century. Consideration of Congressional Record and newspaper excerpts reveal how these things contributed to removing the manual from War Department civilian and serviceman training classes.
