In the year 1849 the Provisional Statutes were supplemented by a body of Ordinances1 drawn up in a meeting held in Abergwili Palace under the sanction of the then Visitor, Bishop Connop Thirlwall, who also issued another body of Ordinances bearing the title of ' Supplemental Regulations for the Government of St. David's College, Lampeter, made by the Visitor in i860.' But it is at best doubtful whether either the Abergwili Ordinances or the Supplemental Regulations can be held to have been those formally promulgated by the Visitor as Statutes of the College, under the powers conveyed by the Charter of Foundation. In 1852, and again in 1865, additional Charters, empowering the College to grant the Degrees of B.D. and B.A. respectively, were given by Queen Victoria, and these, with the Foundation Charter, the Provisional Statutes, the Abergwili Ordinances (as they are commonly called), and the Supplemental Regulations of i860, have governed the College up to the present year. Circumstances have recently necessitated the publication of a more formal code, and this has been drawn up and sanctioned by the present Visitor, after consultation with the late and present Principals, and with the College Board. The code thus framed embodies all the most valuable regulations of the Provisional Statutes, Ordinances, and Regulations which have previously governed the College. It is now made public, together with the Charter of Foundation, and the two Charters of Her present Majesty; and it has been thought desirable to add in an Appendix portions of Acts of Parliament relating to the College.
