In an era of political uncertainty, increasing disasters, shrinking resources, and growing complexity, communities can no longer rely solely on government institutions to ensure their safety and resilience.

The Sherpa represents the local leaders, volunteers, faith communities, civic organizations, and neighborhood networks that provide adaptability, trust, local knowledge, and practical problem-solving.

Drawing upon emergency management principles, volunteer leadership, social capital theory, and community resilience practices, this book presents a practical framework for assessing readiness, developing volunteer networks, strengthening partnerships, and building communities capable of acting effectively before outside assistance arrives.
