Lieutenant Commander Theresa Leslie, the youngest female Lieutenant Commander in the Navy, is assigned to bring the old patrol boat Derecho out of mothballs as the first patrol boat of the Navy's new coastal defense force. On one of her infrequent days off, she meets Lieutenant Matt Chapman, a junior officer who is waiting to join his ship when it arrives in port.
