Revitalizing the Fillmore, the Harlem of the West during the 1940s and 1950, is a monumental challenge. Destroyed by the San Francisco Redevelopment Agency as part of its 1950s urban renewal, which James Baldwin described as Black removal, local Black, Japanese, Jewish, Filipino and other residents struggle to avoid evictions without much luck due to poverty and City negligence. Steve Durbin, a former Army vet and the City's first Black unicorn CEO, and his sidekick Brad Morioka, pursue a quixotic journey to save the Fillmore by creating a Bop City dance mall, gardens, shops and affordable housing. Supported by Mayor Tiffany Wong-Gonzalez, a former Navy Top Gun pilot and Stanford computer science grad, the three struggle to create Bop City as the Champs Élysées of the West.
