Knowledge and competence to innovate are factors of great relevance in economic development and are responsible for a new and strategic role based on breaking down barriers and paradigms, social and institutional innovations, and political and economic factors. Information is a relevant asset in today's society. For a country to achieve growth and development, it needs action from the main agent responsible for promoting them, the State, through public policies, actions, and guidelines, becoming the main articulator of development. This research aims to analyze the effectiveness of public policies for fruit growers in the municipality of Campos dos Goytacazes, Frutificar Program, government of the State of Rio de Janeiro. In this context, there is a hypothesis that public policy intervention has an impact on the formation of a local productive arrangement. The objective is to analyze the relationship between municipal, state, and federal actors, producers, and local entrepreneurs linked to fruit growing. In terms of methodology, this is an applied research project that seeks to determine knowledge for practical application, which can be directed toward problem solving.
