Excerpt: ... Chicago, July 12, 1895. The Commission met in its temporary quarters, Room 1103 Ashland Block, Chicago. There were present Commissioners John M. Clark, R. A. Waller and Christoph Hotz, President Clark in the chair. The President reported much information that he had obtained during his trip in the East, and informed the Commission that Mr. John T. Doyle, Secretary of the National Commission, had kindly consented to visit Chicago and assist this Commission in the workof preparing the Classifications, Rules and Regulations for its government. On motion of Commissioner Hotz, seconded by Commissioner Waller, the President was instructed to invite Mr. Doyle to visit Chicago to aid the Commission in its preliminary work, any expenses attending the same to be borne by the Commissioners personally. A large number of applications which had been received for the position of Secretary and Chief Examiner for the Commission were then taken up, carefully considered and discussed. Mr. Edward J. Phelps was placed in nomination, and, receiving the unanimous vote of.all the members of the Commission, was declared duly elected to the position of Secretary and Chief Examiner at the rate of compensation provided by law, and to hold office during the pleasure of the Commission.
