In response to the ineffectiveness of government water management policies, particularly in rural areas, new reforms were adopted at the urging of technical and financial partners. These reforms have led to significant changes at the local level. The first is organizational in nature. The second is institutional in nature and aimed at the privatization or transformation of public enterprises. This has led to the involvement of a multitude of actors in the water sector. This study demonstrates that, with these reforms, the state institutions in charge of water management at the local level have become empty shells, despite their restructuring and new responsibilities. Through the specific case of the Maradi Regional Water Authority and using a qualitative approach, this study examines the history of the agency's creation (with a detour into that of the Ministry of Water Resources) and the various transformations it has undergone, as well as their impacts on the agency's operations, particularly on the delivery of public water services.
