This volume contains the official record of hearings held before the Committee on Post Offices and Post Roads of the United States Senate in 1918, addressing the contentious issue of Second-class Postage Rates. As the nation grappled with the financial strains of World War I, Congress sought to reassess and potentially revise the established postal rates for second-class mail, which primarily included newspapers and periodicals. The hearings provide a comprehensive overview of the arguments for and against adjustments to these rates, featuring testimony from publishers, postal officials, and other stakeholders.
The discussions delve into the economic impact of postal policies on the dissemination of information, the financial sustainability of the postal service, and the role of government in subsidizing the distribution of news and literature. This historical document offers valuable insights into the complex interplay between public policy, economic considerations, and freedom of the press during a pivotal period in American history.
